January 1, 2020 is the deadline to equip ADS-B
ADS-B will be required to operate within class A, B, and C airspace. As well as class E airspace over 10,000 msl excluding 2,500 agl. You will not be able to overfly/underfly airspace.
Equipping your Aircraft with ADS-B "Out" is the only thing required to enter the above airspace after Jan 1, 2020.
ADS-B "In" provides subscription free weather and traffic information through the use of a compatible receiver and generally displayed on something like an iPad running an EFB (Electronic Flight Bag) app such as Foreflight.
